Autogylm machine cleaner should do the trick, if that wont shift it, try some tetrosyl engine degreaser.

The Autogylm is non toxic and okay on the environment, the tetrosyl however is a little harsher.

Try the autogylm first though mate.. both should be available from Halfrauds :D

is it just dirt, or is the paint actually burnt?

try wiping it with a damp cloth first, then progress to degreaser or a "proper" cleaning solution

surely your cam cover shouldnt be in that condition? are you trying to set fire to your cams? :)
