Oem dash must be fitted but mey be replaced with something keeping to the oem look. You only have to keep the top part of the dash, so in our case the glovebox has gone centre console and the whole lower half of the dash. The dash maybe cut to fit a rollcage.
I can't relly see this changing for next season.

this is the dash as it currently is, also with the glove box and centre console removed.

I have a carbon fibre panel in the workshop that was made up and fitted to my old LWB zed as a replacement for the OEM dash. The idea behind that was to remove the full OEM dash and replace both it and the OEM gauge console with the carbon fibre panel and a Stack or Race Technologies unit.
I think Christian makes a very good point about placing emphasis on getting the car on track first and foremost and look to entering TA once it's sorted
I'm going to spend the evening looking over the 2013 regulations in a lot more detail I think

A Stack or Race Technologies dash would be fine and you would probably get away wityh the carbonfibre dash as long as it follows the lines of the oem.
Generally the rules pertaining to club class have stayed very much the same since we started. If anything some of the changes have made a lot more sense without costing you more money. The real change has been the pace of club class cars and the build costs of those cars.
If it was me I would be aiming to enter with the knowledge that you don't have to commit until about March, but having a timeline to work to often helps with focus and motivation.
