Another pearl of wisdom I would offer is to find a mapper/tuner that you trust and like using and see what they like mapping with. No point picking an ECU based on internet based information, much of which will be bollocks, only to find that no-one maps it in your part of the country or the only guy that does is an arsehole 
There are many of us that use APT and Gary and what he does with EVO's is quite impressive. Just don't forget that there is far more to mapping a car than flashing something on in ten minutes flat.

I'm looking at a TME ROM/Maps right now and although Gary may well say different as he is the expert on EVO's it looks like your std TME ECU should make 425bhp no probs.
If your car is standard your limiting factors aren't the ECU but more the injectors and Turbo. Your injector scaling is set around 542cc (roughly very similar to Newage Impreza STi) and should be good for c.350 bhp, so you'll need 650 or 710cc injectors to make that 425 without needing to increase fuel pressure, and although i don't know what turbo you're using i guess if it's standard it's going to be something like a TD04, or TD05 16G, something like that, so it means a turbo change as well.
Gary isn't that far from you so he is definately your man.
