How do I turn viewing other peoples signatures on/off?
Click "User CP" from the left of the Nav Bar at the top of the page.
Click "Edit Options" from the "Settings & Options" section of the left hand bar, about halfway down the page.
Tick "Show Signatures" in the "Thread Display Options" center section towards the bottom of the page.

How do I post a picture?
The forum does not host pictures, put simply your picture must exist on the internet somewhere before you then link to it on the forums.
Good free image hosting sites are picasaweb.google.com and http://www.photobucket.com Upload your pictures there first.
Next get the link to that picture and paste it into your message enclosed in IMG tags, like so:
