Did quite a bit of web searching last night and seems quite hard to find E30 M3's in budget they cost more than the E36 models!!!
Reading the above, seems a E30 325i to strip and fit out with cage/brakes/handling mods etc would be a good way to go and there's quite a few of them around well within budget that would allow the mods to be done as well. Good starting point then go for more power if and when it's needed??

With a 500+bhp Sub 1 ton Lancer Tubo (the RWD one) - often found at Snetterton, pointing at the pit wall, changing up with smoke coming off the rear tyres !!!
