In general terms,
Until you got to the latest spec Imprezza's after the bug eye one, an Evo will always be better than the Imprezza of the same vintage. They have more tuneable engines, they handle better, and usually have a better interior too.
If you are set on a Scoob then STI's are the only ones to look at as these have the blueprinted blocks and are therefore more tuneable, and have the adjustable diff switch to try and help dial out some of the never ending understeer. I dont know the exact prices, but something like an STi5 Type RA would be my choice, preferrably a V-Ltd 2 door one as these also have a stiffer shell as well as being lighter.
If you look hard enough you will find an Evo4 for your budget, we are selling our one for example and if you put new Teins or Evo5/6 front legs on it then you will have an excellent car with better brakes (the current front Teins are knackered and I havent got round to fixing them yet !!). You could have it as is for 5k without the stereo. 4.5k without the 17" Advan rims and standard OZ's (which wont fit later front legs) or 5.5k fully fixed up ready to rock - again without the stereo.

cheers bladey. it does. i used the MLR guide for servicing costs. it was for a full service and budgeting for a set of tyres or pads all round.
i might be interested but will know more early next year.
i don't really have intentions to get a scooby but wanted some info.
i frefer evo4's but like skylines as much and pulsars are cool too.
its more of a headache when you are spoiled for choice. if i didn't care about it so much i would probably say i would just get an R33 GTS-t.
but i also see so many threads about cars beeing broken into or damaged through jealousy or being crashed through twitchy back ends.
4WD sounds more inviting for an all year round use weather it be road or track.
i think i will shut up about it now. i am strting to confuse everyone and sound like a weirdo. :ph43r:
