I feel it should be considered as an option with both scenarios put forwards. I know how much Snetterton costs and I know how much Sculthorpe is, and yes, there is a massive difference. We as a club/forum may be able to get preferential rates though. I will discuss this with the relevant management and post the feedback on here.
Power to weight categories and a factor for experience will be both be useful. (Almost like a handicap system)

have had karting experience since 14 then now had my own kert for 4 years and it was costing too much i'm thinking of getting back into it next year when i start spending a little less on my car :-D i get asked every now and again to still enter events and get put into a team event would love to do sprint driving and thought about entering a low cost option 2-3 years ago.
