I know it's more stable than the previous version but if my account is 'Administrator' why does it sometimes tell me I don't have rights to install a programme?

Right ok here it is
First of all i will explain the first option I described briefly:
1: Find the Icon of the program your trying to run, There should be an Icon on your desktop or in your start bar at least.
if you can't find it in there go to My Computer > C:\ > Program Files and have a little gander in there for it
2: Right click on the Icon for the program.
3: Click on "Run As Administrator"
that should do it now.
Right this is my little tutorial for the next bit, i seem to remember this working for me when i had Vista.

Also it is worth while your doing Admin rights, have you turned UAC off?
