I'm pretty sure you will need planning permission and reinforcement if it's going to be useable space like a bedroom. My brother was looking into it until he found out it was going to cost him about

You don't typically need planning as it should fall under permitted development (but best to check though). You will need to do a building control submission. The amount of structural work depends on the style of roof construction you currently have. Some people are lucky and they just need to board out the space but others need steel purlins at floor level, additional bracing where you are moving ties around on the roof trusses etc...
