What's the best method for removing old vinyl decals from car body panels?

Use a hair dryer to warm them up and slowly peel them off, you might need to keep heating the vinyl as you peel it off. To remove any glue residue that's left on the car a good spray of WD40 and the glue should wipe off. Just remember to polish it after.

I'm planning on going back over the car in a satin black base coat and being satin black I wouldn't usually polish it. Is the polishing done in order to remove any excess WD40?

I've got a paint method in mind that I've used before, it'll be a unique look I'm sure.

Yes the polishing is used to remove the residue of the WD40

I'm probably way too late but I would not use WD40 on paintwork unless I'd run out of anything else instead! The oils/base products within it are a nightmare to 'really' clean off of paint, and especially not paintwork that's about to be repainted

Heating up vinyls is good advice and any remaining adhesive can easily be removed by using glue and tar remover, adhesive remover, steam, even general purpose cleaners............WD40 (containing fish oils and petroleum distolates) is very much like using a frying pan for a crash hat. It may stop you splitting your head open in a crash but it's much better at preparing bacon
