Heavily modified cars and the new MOT rules

Just got back from a VOSA seminar Q&A session with the people that make the rules, and seems that certain modded cars will be exempt from having ABS, servo's, airbags and a whole host of other things that would usually fail the MOT.
I asked what would qualify as a rally car, "a car with a roll cage and bucket seats with harnesses" was the answer, although this would be up to the testers discretion using common sense.

I have a few quid to spend and am currently weighing up my options. Need to get back on to a track/sprints/drifting, needs to be road legal and needs to be sub 2k purchase with sub 2k to sling at it this year. Must provide grins. There is a thread in one of the forums (306 gti6? which cheap track car?)

Just read that thread and your initial choice seems the way forward + with the funds should make it a very capable weapon without the worry of boost related problems
I had a 2ltr HDi Meridian a few years ago and it handled (for a std car) like it was glued to the tarmac.

As VOSA are prepared to exempt safety devices what about removal of Catalytic Converters

What was their take on remapped ECUs. There's alot of conflicting info about the new policy

They'll be no introduction of anything ECU related for the forseeable future if at all.
Any conflicting info is a by product of people gossiping & speculating on car forums

If in the future they did start failing cars for having mapped ECU's then surely that would have a major economical impact on the tuning industry, so if common sense is applied they'll leave well alone and let businesses carry on earning an honest day's wage
not to mention the additional cost implications for the testing stations to be kitted out with equipment to confirm that the ECU has been mapped?
hopefully the changes introduced during this year's dry bumming will be sufficient and they'll leave well alone for at least another 20 years
