I assume standard ecu , no boost controller or bleed valve!

What boost gauge are you using?

Could be the actual gauge tubing. My tubing shredded about a month ago and I used smaller piping to run to the boost gauge. I noticed after about two weeks that the psi had gone up from 12 to 15 psi without changing the boost! :o Check your tubing to make sure there are no holes or kinks in it! Sounds rediculous, but hope it helps.
