Stu, maybe I have missed the point here but I dont think the link says anything of concern.

Just that it was raised about changing the MOT test for every 2 years but it was rejected and will remain unchanged.

Or am I missing something mate ?

Firstly, congratulations for finding a really obscure website.
Secondly, I can't see there being any change being likely, the DOT get a nice little kick back on Annual MOT's, the most likely change if anything would be to bring the age of the first MOT down to 2 years from 3 due to the fleet bods and their starfleet mileage.
Can't see that bothering me anytime soon :)
